In May 2020, due to the flushing of the lower part of the dam of the Sardobinsky reservoir in the territory of the Republic of Uzbekistan, a water mass spill occurred. Water directed towards Kazakhstan flooded some rural districts of Maktaaral district. As a result, there was a local emergency situation, several villages and most of the cultivated areas were flooded.

The government of the region immediately organized a full-scale emergency rescue work, in which the regional authorized bodies, residents of nearby areas and other concerned citizens of our country provided their possible assistance. More than 33 thousand residents of the district were evacuated to evacuation centers organized in nearby settlements, all the necessary special equipment and transport were involved.

In addition, in order to eliminate the consequences of the emergency situation, as soon as possible restore the region and provide assistance to the affected population, work was launched to collect charitable and sponsorship assistance through the Corporate Social Development Fund «Turkistan»¹ (hereinafter referred to as the CSDF «Turkistan»).

A number of large companies of the country provided their assistance in the form of money transfers, such as KF «ERG Komek», LLP «Corporation Kazakhmys», JSC «National Welfare Fund «Samruk-Kazyna», LLP «Kaz Minerals Bozshakol», JSC «NUH «Baiterek», LLP «Kar-Tel», LLP «Hyundai Trans Auto», LLP «BI «Construction Turkestan» and others.

As a result, more than 9 billion tenge was received in the form of donations and sponsorship to the CSDF «Turkistan», which were directed to the restoration of housing and compensation for damage, the amount of which was determined by a special commission under the government of the Turkestan region, and other assistance.

1. Residents of Maktaaral were evacuated;
2. The compensation for the loss of livestock is listed, according to the received applications from the owners themselves;
3. Drainage wells were built in the amount of 50.0 million tenge;
4. Compensation was paid for the restoration of homes to more than 500 families;
5. 5.$ 1,000 was paid to the accounts of more than 5,300 affected residents of the region;
6. Furniture for the residents of Maktaaral was purchased in the amount of more than 50 million tenge;
7. Paid for engineering services for the construction of houses under the «Birgemiz – Turkistan» fund»2 in the amount of 10.0 million tenge;
8. The construction of 182 residential buildings in the village of Myrzakent was financed through the JSC «SEC «Turkestan» by the «Birgemiz – Turkistan» foundation and the private fund «B. Utemuratov Fund»;
9. Transportation of almost 3,000 students from the villages of Maktaaral district affected by the emergency situation to health camps in the amount of 35.8 million tenge was organized.

To date, almost all the work to eliminate the consequences of the emergency situation in the Maktaaral district has been completed.

On November 27, 2018, by the resolution of the Government of the Turkestan region No. 322, it was decided to transfer the Corporate Social Development Fund «Ontustik» to the trust management of JSC «SEC «Turkestan». On December 14, 2018, it was re-registered in the Corporate Social Development Fund «Turkistan» according to the order of the Head of State N. Nazarbayev during the meeting on socio-economic development of the Turkestan region on September 29, 2018 in the city of Turkestan. The main activity of the Fund is the implementation of projects aimed at social support of the population of the region and assistance in the formation of socially significant projects of the Turkestan region.

² Сorporate Fund «Birgemiz-Turkistan» – in order to receive funds from the public fund «Birgemiz» against the background of the spread of the coronavirus pandemic, a corporate fund was established on the basis of JSC «SEC «Turkestan» on March 30, 2020. In May of the same year, the fund was used to help the residents of the Maktaaral district.
