Dear business entities of the Turkestan region!
As is known, in order to ensure the safety of the country's population, the President of the Republic of Kazakhstan, Kassym-Zhomart Tokaev, issued a decree on March 15, 2020 on the introduction of a state of emergency on the background of the spread of the coronavirus COVID-19. First of all, comprehensive measures are aimed at protecting the life and health of the population, as well as ensuring the food security of citizens.
The State Commission for ensuring the state of emergency under the President of the Republic of Kazakhstan No. 3 dated March 18, 2020 instructed the local executive bodies, together with the ministries of the National Economy, Agriculture, Trade and Integration, to form an additional supply of 10 types of socially significant food products on the basis of the accumulation of state material reserve and allocate additional funds from the local budget for these purposes.
In this regard, the Joint-Stock Company Turkestan Social and Entrepreneurship Corporation, in order to form and use the stabilization fund of food products of the Turkestan region to exert a regulatory impact on the agri-food market of socially important food products, is working on the consideration and provision of soft loans for business entities.
Potential partners are determined in accordance with the following criteria:
- the presence of business entities with a trade and logistics infrastructure (storage facilities, premises with special equipment and others) designed for the proper storage of food products and the implementation of procurement and other operations with food products, and allowing for a set of measures aimed at containing prices for socially significant food products;
- lack of tax debts and other obligatory payments to the budget, as well as to second-tier banks and utility service providers;
- the management, chief accountant and other authorized persons of the business entity have no criminal record that has not been canceled or removed in the manner prescribed by law;
- the sale of all types of goods stipulated by the list of socially significant food products approved by the Decree of the Government of the Republic of Kazakhstan dated March 1, 2010 No. 145 "On approval of the list of socially significant food products";
- the presence of business entities on private property rights or long-term leases (for a period of more than 5 years) of operating stationary retail facilities;
- in relation to business entities, the procedure of rehabilitation and (or) bankruptcy should not be applied;
- Compliance with the order of the Minister of National Economy of the Republic of Kazakhstan dated February 28, 2015 No. 164 “On approval of the Sanitary Rules“ Sanitary and epidemiological requirements for food production facilities ”(registered in the Register of State Registration of Normative Legal Acts No. 10971), the order of the Minister of Health of the Republic of Kazakhstan dated May 31, 2017 No. 358 “On approval of the Sanitary Rules“ Sanitary and epidemiological requirements for objects of wholesale and retail trade in food products ”(registered in the Register of State Registration of Normative Legal Acts No. 15689).
Applications of partners for joint activities are accepted from March 16, 2020 in accordance with Appendix 2 (on business days from 09:00 to 19:00), at the city of Turkestan, Kyzylorda Highway 34A.
